We are a consulting firm based in Edinburgh, UK, established in 2017. We advise and support international development organisations, government departments, private sector, and civil society organisations in low and middle income countries.
We spent over 15 years living and working in South America, South Asia, Southeast Asia, and the southern African region, much of that time working directly alongside communities and local civil society organisations to co-design projects in response to their development priorities. We have also been employees of international development organisations and NGOs, and understand first-hand the experience of both donor and implementing agencies.
In founding Gamper Smith Associates we wanted to offer our clients this broad perspective, together with a network of established contacts around the world.
First and foremost, we listen and learn. We approach our work in context, looking for what is working as much as for what isn’t, and always with the aim of encouraging broad ownership locally and fostering cross-sectoral collaboration.
We are committed to ongoing learning and development and encourage agile approaches to programme design and management.
Tim Gamper
DIRECTOR
Tim has specialist experience in inclusive economic development. He has an excellent track record in market systems development (MSD), vocational skills development and labour market insertion, small and medium enterprise development, and sustainable tourism destination management. He provides strategic advice and operational backstopping to donor agencies, project implementers and government partners throughout all stages of the programme and project cycle. He is a certified trainer for the Global Sustainable Tourism Council, an auditor for the TourCert Sustainable Tourism Label.
Tim's work experience includes seven years with the Swiss Foreign Ministry and its Agency for Development and Cooperation (SDC) and six years of working with the Swiss International NGO Swisscontact, where he developed and managed the country portfolios in Laos, Cambodia and Myanmar between 2013 and 2017. In 2017, Tim co-founded Gamper Smith Associates in Edinburgh.
Katrina Smith
DIRECTOR
Katrina is a specialist in public and community health. Trained at the London School of Hygiene & Tropical Medicine, her career has taken her from working on health inequalities for a central London NHS Trust, to managing community and reproductive health programmes for a number of international NGOs in low and middle income countries. In 2010 Katrina became an independent consultant, providing advisory and training services across the non-profit, private, and government sectors, forming Gamper Smith Associates in the UK in 2017. She has worked as a public health practitioner with the Edinburgh Health & Social Care Partnership and is a Fellow of the Royal Society of Public Health.
Katrina has extensive experience in project design and formative research and evaluation. She has a particular interest in knowledge exchange with local organisations and asset-based approaches to community health and nutrition.

Social justice and environmental sustainability are central to our approach and the advice we give. With every job, with each client, we consider how we can contribute to just, sustainable societies.
We know that international consulting, with its associated air travel, can have a significant environmental impact. We are committed to minimising our carbon footprint and discuss this with each client when agreeing our service plan. Whenever possible we deliver our support virtually, supported by locally based associates. When we do fly, we use MyClimate to calculate and offset our carbon emissions.
