GSA conducted the end of project evaluation for this project in Lao PDR that aimed to strengthen the role of civil society in the implementation of the national HIV and AIDS strategy, advocating for a rights-based approach to essential healthcare provision and the involvement of service users in policy formation. The project came from a longstanding collaboration between the French Red Cross, the Lao Red Cross, the Lao Government and key civil society organisations LaoPHA and APL+. It ran in three provinces for three years, and was funded by the European Instrument for Democracy & Human Rights (EIDHR) and FRC.

Our evaluation included secondary data collection and analysis from project documents, the project monitoring database, and midterm evaluation eighteen months before. Primary data was collected through key informant interviews with personnel from each of the main project stakeholders, project field staff, healthcare workers, civil servants and community leaders. We also facilitated focus group discussions with people living with HIV and other key populations. Direct observations were made at project sites, and a partnership analysis was conducted.

GSA brought together expertise in data collection and analysis with extensive evaluation experience and Lao sector specific knowledge from our local team members. As part of our work, we were also able to mentor two local health workers enabling them to gain experience in qualitative data collection techniques and analysis.
